A Grocery Store in Barnard? Interesting Thought.

No, there isn't an immediate announcement but a conference in Manhattan addresses the issue of the importance of a grocery store has in the survival of small rural Kansas communities.  Barnard lost its last grocery store over a decade ago and the closest place to purchase food and sundries is a minimum of 16 miles away.

According to Kansas State University and the Rural Grocery Initiative, grocery stores, schools, post offices, and restaurants are the essential elements a community must have in order to attract and retain residents.

Kansas State University and the Rural Grocery Initiative are sponsoring the Rural Grocery Store Summit in Manhattan on June 5-6, 2012.  Topics of discussion range from economic development to community sustainability and a grocery store's role.  It may just be a conference that may be worth attending.

Could North Central Kansas Housing Shortage Crisis be Barnard's Opportunity for Growth?

Beloit and other surrounding communities have jobs, but lack housing to place those people in.  Solomon Valley Economic Development reported that jobs are being created and companies are recruiting from out of state but the lack of housing in the surrounding areas is providing a problem in getting those people in the community.

Could this be the opportunity for growth that Barnard needs?  Barnard lost 43% of its population from the 2000 census to the 2010 census.  Four households were lost in the last two months.  A project calling for a new water tower requires the city to take on a debt of $108,000...does this signal a need for growth?

Barnard has several things going for it.  It is centrally located within driving distance of Beloit, Lincoln, Concordia, Minneapolis, Ellsworth, and Salina.  Housing and property values within the city limits of Barnard are much less expensive than properties in surrounding towns and cities.  The city owns many vacant lots that it is willing to sell and as part of the new water tower development project, has affirmed to HUD that it is an equal opportunity housing community.  There are several commercial properties and vacant houses owned by the city, city council members, and private individuals that could be rehabilitated and restored.  There are also some move in ready homes that are heading towards the market.  With the right promotion and marketing, Barnard could see a potential growth spurt.

Barnard must grow to continue to exist.  Could this be its golden opportunity?

Hall D. Byarlay, Passes (family member of Becky McQueen)

Hal D. Byarlay, 86, Lincoln, passed away Saturday April 14, 2012. Hal was born Jan. 17, 1926, to Alfred V. and Lillie L. (Detmer) Byarlay, Clay Center, KS.

After serving in the Army Air Force, he returned home and graduated high school in 1947 from Randolph High School. He earned a B.S. degree in Animal Science from KSU in 1951. During his career he was County Agent for Lincoln County, a field man for the KSU Farm Management Assoc.and lending officer an senior VP at Farmer's National Bank in Lincoln, retiring in 1995.

On May 6, 1954, he married Mary T. Bohm, Tipton. Hal and Mary started life together in Lincoln, and made it their lifetime home; they raised their 5 children and became active members of the community. Hal enjoyed serving as chairman and director of several civic committees. Hal belonged to St. Patrick's Catholic Church, Lincoln and was a charter member of K of C Council 10074.

Hal was preceded in death by: wife, Mary; his parents; sister Verna Beebe; brother Lowell.

Survivors include: sons Dan (Deb), Salina; Bob (Diane), Olathe; daughters Deb Webb (Bruce), Osborne; Becky McQueen (Truette), Barnard; Angela Davied, Lincoln; brothers Phil, Randolph, KS and Star, Versailles, KY; sister Jan Harshman, Fuita, CO. He was a loving "Papa" to his 12 grandchildren and great-grandchildren.

Visitation will be from 1-7 P.M. Tuesday, April 17th at Hall Chapel, with Family present 5-7 P.M. Vigil service and rosary will follow at 7:30 at St. Patrick's Church. Funeral services will be at 10:30 A.M. Wed., April 18th at St. Patrick's Church, with interment in St. Patrick's Cemetery. Memorials may be made ot St. Patricks's Catholic Chruch. Former Barnard Resident, Robert Mahlon Griffeth, Passes

Robert (Bob) Mahlon Griffeth, 87, died Thursday April 12, 2012. He was born July 9, 1924 to Albert W. and Gladys Griffeth in Barnard, KS.

He is survived by wife, Miola; children, Linda (Mike) Richard, Miltonvale; Peggy (Calvin) Bohnert, Robin (Deb) and Bill (Melanie) Griffeth, Jewell; 9 Grandchildren: Casey (Krystal) Richard, A.J. (Tiffany) Richard, Josh (Krista) Bohnert, Marla (Jeff) Koops, Tracy Bohnert, Chad (Alyssa) Griffeth, Sarah (Doug) Spencer, Kelly (Teresa Griffeth, and Eric Griffeth; 6 great-granchildren: Boone and Case Richard, Isaac and Eli Koops, Owen Spencer, and Wadyn Griffeth; 2 step great-granchildren: Hannah and Tyler Jackson; sisters-in-law: Ouida Griffeth and Dorothy (Bill) Elliot; nephews Glen (Pam) Griffeth and Steve (Judy)Elliot, plus a host of relatives and friends.

Bob was preceded in death by his parents, brother Bill Griffeth, and sister Jean Shaffer.

Bob was a born farmer which consumed his entire life. He felt he was doing his part in keeping Good's earth productive.

Pastimes for Bob were "wheeling and dealing" whether that be cars, motor homes, or farm machinery; camping and traveling to all states except one with Miola; and enjoying the smiles and antics of his grandchildren and great-grandchildren.

Funeral services were held Monday, April 16 at the Jewell Trinity Methodist Church. In lieu of flowers, the family asks for memorials to the Jewell Trinity United Methodist Church in care of Kleppinger Funeral Home, 409 Broadway, Jewell, KS 66949.

Barnard Methodist Church Bell Tower Gets Reinforcement

On Good Friday, the United Methodist Church bell tower received some structural reinforcement.  In visiting with the construction crew on site, I learned that the bell was actually still hanging in the tower.  With this reinforcement, hopefully the bell's ring will once again be heard.

The Historic Barnard Water Tower Receives Visitors on Friday, April 6th



The Barnard water tower received a great deal of attention today from a varied group of people there to determine its future.  In attendance were Patrick Zollner, Division Director of Cultural Resources for the Kansas State Historical Society;  Kim Gant, Review and Compliance Coordinator for the KSHS; Travis Zirkle of Barnard, Incorporated; Joan Nothern, Board Member of the Kansas Preservation Alliance and the Glasco Foundation; Doug McKinney, Executive Director of the North Central Regional Planning Commission; John Cashatt of Schwab-Eaton Civil Engineering; Barb Rathbun, City Clerk of Barnard; and Nancy Houghton of the Barnard city council.

Travis Zirkle of Barnard, Incorporated had contacted Patrick Zollner to arrange for a site visit to the Barnard water tower.  The fate of the current historic WPA built Art Deco water tower has been uncertain since the city embarked on a project to build a new standpipe that would require the demolition of the current landmark tower.

The group in attendance represented those that want to see the old tower preserved after the new one is constructed, those that want the landmark tower torn down, and those that must review the project and make the decision.

There was a great deal of discussion.  Though there wasn’t agreement on what the outcome would be, there was an enormous amount of information shared and genuine communication between the different organizations present.  John Cashatt of Schwab-Eaton did dispute that any concrete could make it to neighboring properties by falling off the tower.

Recently, Barnard, Incorporated made a request to the Kansas State Historical Society and HUD to be a consulting party involved in the project under the Section 106 process.  The Section 106 process is used to review all federally funded or permitted projects for their impact on cultural resources.  The grant that was approved for the new water standpipe project is funded by federal dollars.  The remaining $108,000 is the responsibility of the City of Barnard.  Bonds are being sold to meet that obligation.

The 51st annual meeting of the Salt Creek Watershed Jt. Dist. #46 will be held at the Salt Creek Watershed #46 District office in Barnard, Kansas, on Tuesday April 17th, 2012, at 7:00 P.M.

An election will be held for three Directors for a term of three years.

We welcome all Salt Creek residents and other interested parties to the meeting.

Barnard Music Jam and Card Party Saturday March 7th

It is time for the Barnard Music Jam.  The Barnard Music Jam will be held on Saturday, March 7th.  Food will be served at noon and music begins about 1 pm.  At 7 pm card games will start.

Barnard Lions Club Fish Fry a Roaring Success

The Barnard Lions Club held a fish fry on Saturday, March 31st.  An hour before the 5:30 pm opening, Lions Club member Jan Dowlin said there was a huge crowd waiting to get in.  The doors opened early and approximately 150 people enjoyed fish, fun, and friendship. 

Army Corp of Engineers to Inspect Barnard Levee

The Army Corp of Engineers will be in Barnard on May 1st and 2nd to inspect the levee that protects Barnard from flooding by Salt Creek.  The inspections are necessary to maintain the integrity of the levee and to keep Barnard qualified to receive assistance should there be a problem.

During the last inspection, there were a few issues that were documented.  These issues included trees that were encroaching on the structure of the levee and farming within the 15 foot limit from the toe of the levee.  If the levee fails inspection, there may be a risk of Barnard being disqualified from receiving FEMA assistance and Army Corp assistance should the levee fail.  Barnard would be completely responsible for maintenance and repair of the levee.  The city asks that property owner's along the levee not cultivate within 15 feet of the toe of the levee or the ramps.  If there are any questions about tree removal, contact the city clerk at (785) 792-6270.

Cafe Needs New Roof

Cathy Brockway has done wonders with the Salt Creek Cafe.  Business continues to improve and traffic on Main Street in Barnard, Kansas has increased.  It is great to see life in Barnard.

However, the cafe building is leased from the city.  The city has been trying to figure out for months what to do about the roof on the building.  Plans are to put a metal roof on the building and to insulate the roof to make the cafe more economical to operate.  The current roof is deteriorating.  The city has been trying to raise money for the project, but though there has been $2000 raised, the cost of the roof is $4500-$5000.

Coleda Ione Hart

Coleda Ione Hart
August 27, 1920 - April 2, 2012

Coleda Ione Hart, Barnard, departed this life on April 2, 2012 at Lincoln, Kansas.  She was born August 27, 1920, in Barnard, Kansas, the daughter of George and Jewel Nelson.  On May 13, 1941 she was united in marriage to Willard Alvin Hart at Junction City.  She and Willard lived in the Barnard area for most of their lives.  They owned and operated the Barnard Grain Company for 13 years while living 1 mile east of Barnard on the farm.  She taught school at the Third Creek School, northeast of Barnard for a year after attending Fort Hays Normal School.  In the late "40's", while Willard worked as a bus driver in Junction City and served in the US Army, she worked for the Junction City Transit Lines.  Ione lived on the farm with Willard and was an active member of the First Baptist Church in Barnard.  After Willard's death in November of 2005, Ione remained on the farm until she moved to Lincoln Park Manor in 2011.

Survivors include two sons, Scott Hart and wife Dianna of Bogue, Kansas and Jeff Hart and wife Joy of Salina, Kansas; a sister Jane Olson of Arkansas City, Kansas; a brother-in-law, Melvin Hart of Barnard, Kansas; a sister-in-law, Clemma Stone of Arkansas City, Kansas; five grandchildren and eight great grandchildren; and many that she considered dear friends and neighbors.

She was preceded in death by her husband Willard; two sisters, Thelma Stanley and George Ann Stevens; and a brother Palmer Nelson.

A memorial service will be held at 11:00 am on Saturday, April 14, 2012 at the First Baptist Church in Barnard, Kansas with Pastor Dennis Finch officiating.  Cremation has been chosen and has taken place.  A private, family internment will be held a the Milo Cemetery, Barnard, Kansas.  In lieu of flowers the family suggests memorials may be made to the Barnard Lions Club Scholarship Fund or to the Mexican Baptist Gospel Outreach in care of: James Nelson, 660 South Front, Salina, KS 67401.
